Here is a little history of Daylight Saving (not Savings) Time. In 1908, a small area of Canada, Port Arthur (today’s Thunder Bay) was the first region to adopt a change of the clocks by moving one hour forward. The first country to initiate a standard DST was Germany in 1916, 2 years into WWI. The rationale was to minimize the use of artificial lighting to save fuel for the war effort. Soon to follow were: UK, France and others. In the US, “Fast Time” was introduced in 1918; however, it was not officially adopted until 1942 during WWII and in place until 1945. From “45 to”66 there were no official rules which created confusion for train and bus schedules. Finally in 1966, the Uniform Time Act was established to synchronize DST. As with anything else there are proponents and opponents that argue both sides and of course studies that can back up the arguments as well.
